Desktop Notifications in 12/24HR time

[BUG] Please make the content of notifications on Windows use the system clock setting of 12/24 hour time.

Notifications on Windows desktop do not currently honor the OS time localization settings, such that the message in notifications always use AM/PM, instead annotating hours like 16:20 or 23:00 as "4:20PM" and "11:00PM" respectively.

Notifications should, please, respect the time settings of the locality set by the OS, which Morgen itself already does abide.

For example, an event, "Dinner," at 22:00 is currently written in desktop notifications as, "Dinner 10:00PM".

This should instead read, "Dinner 22:00" per my OS settings, as seen in the screenshot.
