Separate date and time format from the chosen language

Please make date and time format separate from language. It just doesn't work…

I want to be able to select:

Language Dutch (Nederlands)

Time format 24h

Date format d/m/y

If I select Nederlands I'll get 12h format and unknown date format and I'm only able to select 24h format if I chose English US… It's insane and frustrating
